This was almost certainly planted as part of a "restoration" project. I was with Craig Andreson a number of years ago, before 2002, on a visit to the TCAP site and noted the lupine in a "prairie restoration" planting. I asked Craig about this--he did the planting--and he acknowledged planting it. To my knowledge there is no evidence that this species occurred in the site naturally. The soil of the restoration area was a coarse-textured glacial till, not the usual substrate where this plant occurs.
